Here's a proposal for a 10-chance moose application for Maine residents only.
This one hasn't made it to committee yet.

An Act To Create a 10-chance Moose Hunting Permit Application for Residents
Be it enacted by the People of the State of Maine as follows:
Sec. 1. [FONT=Times New Roman,Times,Georgia,serif]12 MRSA §11154, sub-§6, ¶A, [/FONT] as amended by PL 2005, c. 12, Pt. III, §10, is further amended to read:
A. For a resident:
(1) Seven dollars for a one-chance application;

(2) Twelve dollars for a 3-chance application. A resident must possess a valid big game hunting license to be eligible to purchase a 3-chance application; and

(3) Twenty-two dollars for a 6-chance application. A resident must possess a valid big game hunting license to be eligible to purchase a 6-chance application; or and

(4) Thirty-five dollars for a 10-chance application; multiple 10-chance applications may be purchased. A resident must possess a valid big game hunting license to be eligible to purchase a 10-chance application; or

This bill creates a 10-chance application for moose hunting permits for residents and allows a resident to purchase multiple 10-chance applications.

ok ........ now if you give everybody ten more shots at the permit.....doesn't that in effect increase the pool of applications and thereby increase the overall pool of....and therefore you decrease the odds? follow....? So in effect your attempt to cut the odds is in actuality increasing the odds against you.
