Under the proposed plan......archers wpuld still be free to take a doe without a permit. But would have to get a permit via lottery same as a rifle hunter...the same would be true for muzzleloader/handguns and crossbows as well.
The "Buck Rescue" program would only succeed if the bucks stay in the woods...so this would be across the board..no special treatment for anyone. If you want to kill a buck in Aroostook County.......you'll have to have a permit.
