This appears to be one of those classic examples of how lousy legislation gets passed. In other words, when one group is looking for enough votes to push through their pet projects, they'll sell their sole to the devil to make it happen.
This appears to be the case here, where one anti-gunner wanted legislation and to get it, someone else had to jump in bed with some slutty politician who made a few promises and slid the bill through.
Politician suck and that's all there is to this.
It sounds like we need to start making an awful lot of noise on this. We all need to pay attention to what lawmakers are doing. I'm sorry but they DO NOT have YOUR best interest in mind - only theirs.

AFAIK, the BATFE can make decisions without congressional approval. like the barrel ban for instance
