I can't tell you from experience only from what I have read and heard from other hunters but it seems that hunters were having some difficulty with baiting because there was good feed for the bears early on.
Whether that has changed recently or not, I can't tell you.
That is what happened to us in 2000, the woods where full of food for bears and they were not touching the baits.
But the previous year 1999, was a very dry summer and the bears were hungry going into the outskirt of towns and foraging for human food.
That season severals big boars were taken because there was so much competition between bears at the baits. Biologist reported much more bears taken that season
