Not sure actually. I don't know if those are controlled and who is controlling them but I would start with Maine Guides online.

The Maine Professional Guides Assoc. sells their patch, which is different from the state patch, to members who are Registered Maine Guides. The state patch is sold by DIF&W, again, to licensed guides only.
